Welcome to the OPM - Business Rules Mapping - Content Creation contest! In this contest, you will need to create documentation and a method for maintaining policy rules, which maps them to business rules in the application.  In this contest you will need to a design a catalog to document and maintain policy rules, and design an index to match policy rules to computer code business rules.

Project Overview:

The Office of Personnel Management (OPM) has an existing legacy application called the Service Credit Redeposit/Deposit System (SCRD). The mission of the Service Credit Redeposit/Deposit System (SCRD) is to compute deposits and redeposits, create an initial bill, post payments, and send out receipts to federal employees for periods of federal employment service that were either not covered by retirement deductions (deposits), or were covered and later refunded by the federal government (redeposits).

The new SCRD web application will include a a business rules engine that can be used to easily create, edit and maintain rules.  These business rules are based on federal policies/codes/regulations.  The Retirement Services Job Aid references federal policies/codes/regulations and will give you a good idea of what type of details are required to be captured.  

Contest Requirements:

In this contest, you need to create documentation and a method for maintaining policy rules.  The goal is to create documentation that OPM managers will use to manage the business rules on the application, from both the business owner view and the technical manager view.  In other words, we're looking for procedure/protocol documents that will be used to track changes in business rules.

This contest will focus on the business rules mapping document.  This document will eventually be filled out to include a full catelog of business rules in the new SCRD web application.   This business rules mapping document must include:

1) The document must include a decription for each policy.  The actual law / us code / regulation will be converted to a policy and then implemented in the application code.  Policy is a narrative of the translated law / code / regulation and should be human-readable.  The PM described a policy as "like an Assembly for us – it stitches together one or more laws into a context."
2) Every policy description entry must be accompanied by a reference to (a) US Code (b) Regulations (c) Job Aid – at least one of these fields must have an entry.
3) Every policy description entry must also be tied to code (e.g. in the form of class files and line ranges - we're looking for recommendations here).  One chunk of Policy may span many classes, or may be fragmented in bits across classes, and the doc should support that use case.
4) The Business Rules Mapping document should have a spot, for each policy entry, for a Change Order reference.
5) Every policy description also needs a section to describe change history, and must also have a revision date.  The change history should be narrative and limited to the most recent change.
6) The document needs to include very good instructions for its use.  In other words, the process for using the document you create should be easy to understand based on the instructions in it.

1) A Word document or a combination of a Word document and an Excel spreadsheet.
2) A simple text file explaining any choices you made (and why).

NOTES:

- The final submission should be uploaded to the Online Review Tool.
- Please do NOT include your handle anywhere in your submission.
- This contest will be reviewed by the Content Creation Contest Review Board.
- The winner will be expected to make final fix changes as required by the review board, plus approval updates based on any client feedback.
- This contest will be rated.
