Challenge Overview

Welcome to the OPM - Change Order Templates - Content Creation contest! In this contest, you will need to create document templates for business rule change orders.

Project Overview:

The Office of Personnel Management (OPM) has an existing legacy application called the Service Credit Redeposit/Deposit System (SCRD). The mission of the Service Credit Redeposit/Deposit System (SCRD) is to compute deposits and redeposits, create an initial bill, post payments, and send out receipts to federal employees for periods of federal employment service that were either not covered by retirement deductions (deposits), or were covered and later refunded by the federal government (redeposits).

The new SCRD web application will include a a business rules engine that can be used to easily create, edit and maintain rules.  These business rules are based on federal policies/codes/regulations.  The Retirement Services Job Aid references federal policies/codes/regulations and will give you a good idea of what type of details are required to be captured.  

Contest Requirements:

As part of the new SCRD application, the OPM team will be following a change-order based management for business rule changes.  In this contest, we need you to create change order document templates for business rule change orders.

The change order document needs to account for using the business rules mapping / policy document (being created in a seperate content creation contest).  To understand the business process and where the change order form fits into this, here are a list of steps in the business rules management process:
 
1) The process starts with federal policies/codes/regulations (or a change to one of these federal policies/codes/regulations in the future).
2) PM Policy Analyst reviews the law and defines a policy from it.
3) Policy Analyst fills out a change order.
4) Policy Analyst updates the Rules Mapping file for the change .
5) Policy Analyst submits the CO and RM docs to OPM IT.
6) IT Technical analyst reviews the Change Order and asks questions.
7) IT TA updates code in dev, completes the Rules Mapping file for new mappings. 
8) Documents and code go to Test for QA.
9) Tested and authorized changes are deployed to Production.  
Repeat as necessary.
 
The Policy Analyst will be responsible for the description of the policy and law.  This will go in the change order.  The change order is submitted to IT which figures out the changes, updates the Mapping file and makes the code/rules changes.
 
Basically, the Policy Analyst will outline the Rules Mapping changes in the change order, or can make a new copy of the Rules Mapping and submit it with the change order.
 
For this contest, you must create a change order template that will work in this process.  The change order document must also include:
 
1) A section for Q/A between the Technical Analyst and Policy Analyst
2) A section for the Technical Analyst to fill out when everything is done, describing the changes and any impact he/she feels should be shared
3) The document needs to include very good instructions for its use.  In other words, the process for using the document you create should be easy to understand based on the instructions in it.

- Please pay attention to typos!  This docuement will be used by the clients so it must look-and-feel professional.

Your submission must include:

1) A Word document or a combination of a Word document and an Excel spreadsheet.
2) A simple text file explaining any choices you made (and why).

NOTES:

- The final submission should be uploaded to the Online Review Tool.
- Please do NOT include your handle anywhere in your submission.
- This contest will be reviewed by the Content Creation Contest Review Board.
- The winner will be expected to make final fix changes as required by the review board, plus approval updates based on any client feedback.
- This contest will be rated.
