Contest Overview

Detailed Requirements

In this contest, you are asked to configure a standards compliance checklist.  The checklist, which is provided as an Excel workbook, already lists all possible standards.  For each standard, indicate whether or not it should apply to the CMS Provider Enrollment Screening Portal application.  To understand whether or not the standard is applicable, we provide the high level requirements for the application, the project-level Conceptualization document, the System Architecture, and a link to the application wireframe.  We also provide a link to the MITA 3.0 standards recommendation itself (note that each standard refers EXACTLY to which chapter/verse it applies to).

The goal of this contest is to exclude (set to "No") all standards that should not apply while excluding none that SHOULD apply.

This contest will be reviewed by client stakeholders, who will rank submissions.  The highest rank submission will win first place and second ranked submission will receive second place.  See Details for review criteria.

Final Submission Guidelines

About the CMS MITA Compliance Checklist:

  • The checklist lists all possible standards
  • Each standard is listed on a single row in the spreadsheet
  • If a standard should apply to the Portal project, set the value of the column "Applicable Criteria (Y/N)" to Yes.  Else, set it to No
  • The Checklist is comprised of 5 individual checklists focused on Technical, Business and IA sub-topics
  • All checklists are included in this contest

How to Submit a Solution:

  • Download the Checklist and Configuration Log workbooks.
  • Make your changes by editing the data in the Checklist to read "Yes" or "No" in the column labeled "Applicable Criteria (Y/N)"
  • Describe every "No" entry in the Checklist into the Configuration log workbook.  When possible, cite MITA reqs/guidelines that confirm your explanation.
  • Bundle the two workbooks into a single .zip archive.  DO NOT reveal your identity.
  • Submit your zip before the submission deadline.
  • Re-submit as needed

 How this Contest will be Reviewed:

  • The project copilot will screen submissions and provide an initial ranking.
  • The client stakeholders will review submissions and set final ranking.
  • If an explanation is not convincing, or is missing from the Log, the reviewer will reject it.  A rejected "No" is counted as a "Yes"
  • The submission with the most good exclusions and fewest bad exclusions wins
  • The winner will be required to fix erroneous exclusions
  • In case of a tie, the earlier submission wins
  • You will earn $3 per "No" line if your explanation is preferred over the winners, if you do not win a ranked position
  • Client stakeholders reserve the right to award no prizes if no submission is convincing.

Payments

TopCoder will compensate members with first and second place submissions. Initial payment for the winning member will be distributed in two installments. The first payment will be made at the closure of the approval phase. The second payment will be made at the completion of the support period.

Reliability Rating and Bonus

The reliability bonus for each particular project depends on the reliability rating at the moment of registration for that project. A participant with no previous projects is considered to have no reliability rating, and therefore gets no bonus.

Reliability bonus does not apply to Digital Run winnings. Since reliability rating is based on the past 15 projects, it can only have 15 discrete values.

You must be a TopCoder member, at least 18 years of age, meeting all of the membership requirements. In addition, you must fit into one of the following categories.
