Detailed Requirements
Alcatel-Lucent is looking to expose functionality provided by a number of different telecommunications protocols (MM7, SMPP and Diameter) as REST-based Protocol APIs following the OMA OneAPI standards (SMS, MMS and Payment). The application implements the REST based protocol clients for the protocols MM7, SMPP and Diameter protocol services. The Short Message Peer-to-Peer (SMPP) protocol is for exchanging SMS messages between SMS peer entities. It is used to allow third party service providers to submit messages often in bulk.This component provides SMPP Protocol Client implementation.

Payments
TopCoder will compensate members with first and second place submissions. Initial payment for the winning member will be distributed in two installments. The first payment will be made at the closure of the approval phase. The second payment will be made at the completion of the support period.
Reliability Rating and Bonus
The reliability bonus for each particular project depends on the reliability rating at the moment of registration for that project. A participant with no previous projects is considered to have no reliability rating, and therefore gets no bonus.
Reliability bonus does not apply to Digital Run winnings. Since reliability rating is based on the past 15 projects, it can only have 15 discrete values.
