Issue:  Developers require API access to 3rd sites to check for licensing and other authorization information.  Related to that are concerns where there are expiration dates for licenses, licensing information is not available or if there is use of CAPTCH or other technologies that prevent easy reading of data on the 3rdparty external site. Update (Aug 16, 2012):  MN DHS and CMS (state and federal health agencies respectively) have started looking into getting API access.  For now, the recommended alternate will be used (see below).Recommended Alternate:  Create  well-formatted private web pages that allows for screen-scraping, and query with querystring tokens, post (or alternate methodology) 07-26-12

Issue:  Strategic direction required on fully Loaded IBM stack vs. generic stackResolution: Build two POCs ( “hello world” applications) and implement open source stack version.  Client will then prioritize elements to port to the IBM stack
