Issue: Developers require API access to 3rd sites to check for licensing and other authorization information. Related to that are concerns where there are expiration dates for licenses, licensing information is not available or if there is use of CAPTCH or other technologies that prevent easy reading of data on the 3rdparty external site. Update (Aug 16, 2012): MN DHS and CMS (state and federal health agencies respectively) have started looking into getting API access.
